Kerr on the Record
This morning, Arizona gubernatorial hopeful Andy Biggs announced former state senator Sine Kerr as his running mate. Kerr would serve as Arizona's first-ever lieutenant governor if Biggs were to win the governor's seat in November.
The position of lieutenant governor, created by voters in 2022 as Prop 131, replaces secretary of state as first in the line of succession to the governor. The lieutenant governor runs on a united ticket with the governor, and is not a separate vote. Further, the governor may name their lieutenant as chief of staff, director of the Arizona Department of Administration, or any other position the governor appoints.

2024: Attacking Women
Kerr has sponsored some real doozies of bills. In 2024, she tried to eliminate all legal recognition of transgender people in Arizona. This would have violated federal equal protection law and put funds for schools, domestic violence and rape crisis programs at risk.

2023: Depleting our Groundwater
What about "agricultural issues"? In 2023, Kerr ran a bill at the request of Nestle that would have let factories drain away Arizona's already depleted groundwater, threatening the quality of city tap water in the process.

2022: Criminalizing Abortion
Kerr was among the Republican lawmakers hard at work making abortions illegal and criminalizing the physicians who perform them. In 2022, she tacked a "heartbeat bill" onto a bill about license plates to prohibit abortions after a fetal heartbeat is detected — which can occur as early as 6 weeks, before a woman may know she's pregnant. The bill made an exception for the life of the mother, but none for rape or incest. Physicians would have been subject to a Class 3 felony. The measure eventually died without a final vote.

2021: Energy Power Grab
In 2021, Kerr tried to strip power from the Arizona Corporation Commission in a "power grab" intended to keep them from requiring clean energy standards. One former Republican lawmaker publicly called the bill "short-sighted," noting it would usher in "uncertainty and a tug-of-war game over energy policy" that could have discouraged companies from locating in Arizona.

2019: Stripping Elections Rights
What about elections issues? In 2019, Kerr tried to take away our right to citizen initiative, asking us to amend the state Constitution to let the most conservative or liberal area in Arizona veto ballot measures that have otherwise broad support.

As you can see, it's no surprise Biggs chose Kerr as his running mate. She's reliably extreme and hyperpartisan, just as he is. Her record in the Arizona Legislature demonstrates that.
